The Vietnam Veterans Memorial was founded by Jan Scruggs, an infantry corporal in Vietnam (1969-1970). It was his desire that the memorial be viewed as an acknowledgement and recognition of the service and sacrifice of everyone who served in Vietnam. Early on, major support for the Vietnam Veterans Memorial came from United States Senators Charles McC. Mathias, Jr. of Maryland and John W. Warner of Virginia. In 1980, President Jimmy Carter signed legislation that ensured a site for the Vietnam Veterans Memorial, which is in Constitution Gardens near the Lincoln Memorial. The Vietnam Veterans Memorial took 3.5 years to be completed.  [Top]
